25Causing the omens of diviners to fail, Making fools of fortune-tellers; Causing wise men to turn back And making their knowledge ridiculous,
26Confirming the word of His servant And carrying out the purpose of His messengers. It is I who says of Jerusalem, ‘She shall be inhabited!’ And of the cities of Judah, ‘They shall be built.’ And I will raise her ruins again.
27 I am the One who says to the depth of the sea, ‘Dry up!’ And I will make your rivers dry up.

24This is what the Lord, your Redeemer who formed you from the womb, says: I am the Lord, who made everything; who stretched out the heavens by myself; who alone spread out the earth; 25who destroys the omens of the false prophets and makes fools of diviners; who confounds the wise and makes their knowledge foolishness; 26who confirms the message of his servant and fulfills the counsel of his messengers; who says to Jerusalem, "She will be inhabited," and to the cities of Judah, "They will be rebuilt," and I will restore her ruins; 27who says to the depths of the sea, "Be dry," and I will dry up your rivers;New Living Translation
Chapter 44
24This is what the Lord says — your Redeemer and Creator: 'I am the Lord, who made all things. I alone stretched out the heavens. Who was with me when I made the earth? 25I expose the false prophets as liars and make fools of fortune-tellers. I cause the wise to give bad advice, thus proving them to be fools. 26But I carry out the predictions of my prophets! By them I say to Jerusalem, ‘People will live here again,’ and to the towns of Judah, ‘You will be rebuilt; I will restore all your ruins!’ 27When I speak to the rivers and say, ‘Dry up!’ they will be dry.English Standard Version
