Revelation 17:7-13

8The beast that you saw was, and is not, and is about to come up out of the abyss and go to destruction. And those who live on the earth, whose names have not been written in the book of life from the foundation of the world, will wonder when they see the beast, that he was, and is not, and will come.
9Here is the mind which has wisdom. The seven heads are seven mountains upon which the woman sits,
10and they are seven kings; five have fallen, one is, the other has not yet come; and when he comes, he must remain a little while.
11The beast which was, and is not, is himself also an eighth and is one of the seven, and he goes to destruction.
12The ten horns which you saw are ten kings who have not yet received a kingdom, but they receive authority as kings with the beast for one hour.
13These have one purpose, and they give their power and authority to the beast.

7And the angel said unto me, Wherefore didst thou marvel? I will tell thee the mystery of the woman, and of the beast that carrieth her, which hath the seven heads and ten horns. 8The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is. 9And here is the mind which hath wisdom. I will explain to you the mystery of the woman and of the beast, with the seven heads and the ten horns, that carries her. 8The beast that you saw was, and is not, and is about to come up from the abyss and go to destruction. Those who live on the earth whose names have not been written in the book of life from the foundation of the world will be astonished when they see the beast that was, and is not, and is to come. 9This calls for a mind that has wisdom: "The seven heads are seven mountains on which the woman is seated. They are also seven kings: 10Five have fallen, one is, the other has not yet come, and when he comes, he must remain for only a little while. 11The beast that was and is not, is itself an eighth king, but it belongs to the seven and is going to destruction. 12The ten horns you saw are ten kings who have not yet received a kingdom, but they will receive authority as kings with the beast for one hour. 13These have one purpose, and they give their power and authority to the beast.New Living Translation
Chapter 17
7Why are you so amazed?' the angel asked. 'I will tell you the mystery of this woman and of the beast with seven heads and ten horns on which she sits. 8The beast you saw was once alive but isn’t now. And yet he will soon come up out of the bottomless pit and go to eternal destruction. And the people who belong to this world, whose names were not written in the Book of Life before the world was made, will be amazed at the reappearance of this beast who had died.
9This calls for a mind with understanding: The seven heads of the beast represent the seven hills where the woman rules. They also represent seven kings.
10Five kings have already fallen, the sixth now reigns, and the seventh is yet to come, but his reign will be brief.
11The scarlet beast that was, but is no longer, is the eighth king. He is like the other seven, and he, too, is headed for destruction.
12The ten horns of the beast are ten kings who have not yet risen to power. They will be appointed to their kingdoms for one brief moment to reign with the beast.
13They will all agree to give him their power and authority.
