What does Exodus 40:21 mean?
ESV: And he brought the ark into the tabernacle and set up the veil of the screen, and screened the ark of the testimony, as the Lord had commanded Moses.
NIV: Then he brought the ark into the tabernacle and hung the shielding curtain and shielded the ark of the covenant law, as the Lord commanded him.

Book Summary:
The book of Exodus establishes God's covenant relationship with the full-fledged nation of Israel. The descendants of Abraham prosper after settling in Egypt, only to be enslaved by a fearful, hateful Egyptian Pharaoh. God appoints Moses to lead the people out of this bondage.
