What does Isaiah 51:23 mean?
ESV: and I will put it into the hand of your tormentors, who have said to you, ‘Bow down, that we may pass over’; and you have made your back like the ground and like the street for them to pass over.”
NIV: I will put it into the hands of your tormentors, who said to you, 'Fall prostrate that we may walk on you.' And you made your back like the ground, like a street to be walked on.'
NASB: I will put it into the hand of your tormentors, Who have said to you, ‘Lie down so that we may walk over you. You have also made your back like the ground, And like the street for those who walk over it.'
CSB: I will put it into the hands of your tormentors, who said to you, 'Lie down, so we can walk over you.' You made your back like the ground, and like a street for those who walk on it.
NLT: Instead, I will hand that cup to your tormentors, those who said, ‘We will trample you into the dust and walk on your backs.’'
KJV: But I will put it into the hand of them that afflict thee; which have said to thy soul, Bow down, that we may go over: and thou hast laid thy body as the ground, and as the street, to them that went over.
NKJV: But I will put it into the hand of those who afflict you, Who have said to you, ‘Lie down, that we may walk over you.’ And you have laid your body like the ground, And as the street, for those who walk over.”

Book Summary:
Isaiah is among the most important prophetic books in the entire Bible. The first segment details God's impending judgment against ancient peoples for sin and idolatry (Isaiah 1—35). The second part of Isaiah briefly explains a failed assault on Jerusalem during the rule of Hezekiah (Isaiah 36—39). The final chapters predict Israel's rescue from Babylonian captivity (Isaiah 40—48), the promised Messiah (Isaiah 49—57), and the final glory of Jerusalem and God's people (Isaiah 58—66).
