What does Romans 11:1 mean?
ESV: I ask, then, has God rejected his people? By no means! For I myself am an Israelite, a descendant of Abraham, a member of the tribe of Benjamin.
NIV: I ask then: Did God reject his people? By no means! I am an Israelite myself, a descendant of Abraham, from the tribe of Benjamin.

Verse Commentary:
As Paul often does in Romans, he responds to his own statement with a question. In this case, Paul has just written that God has offered Himself to the non-Jewish nations through faith in Jesus, while Israel has rejected the gospel of faith in Christ.

Now Paul asks if this means that God has rejected His previously chosen people Israel. It's a question that expects a negative answer, and Paul gives that familiar answer: "By no means!" This again uses the phrasing mē genoito in the original Greek, a strong, emphatic "may it never be!"

Paul points to himself as the first evidence that God has not rejected Israel. After all, Paul is an Israelite and descendant of Abraham. More specifically, Paul writes that he belongs to the tribe of Benjamin. Paul may have become one of the most vocal promoters of Christianity of his day, but he still held on to his status as an Israelite. He insists that God's relationship with Israel as a nation continues.
Verse Context:
Romans 11:1–10 finds Paul insisting that God has not rejected Israel forever, despite her refusal to come to Christ. For one thing, Paul himself and a remnant of Jewish people have trusted in Christ by God's grace. God has hardened the rest of Israel in her unbelief, causing her to trip over the stumbling block that is Jesus Christ. They remain unable, for now, to see that following the law will not bring them to God's righteousness. But the story isn't over.

Then God will release Israel to believe in Christ and restore His covenant with her as many individual Jews come to faith in Christ, as well. Paul stands in awe of God's vast and unknowable mind and complete ownership of all things.
